If when using your telephone line just to talk to people, you have very poor quality phone calls, would point to the phone line.
Understanding Noise Margin and Line Attenuation
- Noise Margin (SNR) is how good or poor the phone line from your house to the telephone exchange is.
- Line Attenuation is the distance (in phone line) you are from the exchange (Generally, the more copper the electrical signal has to travel through to reach your house, the noiser the signal ().
Noise Margin (SNR);
- 6dB or below = bad and will experience no sync or intermittent sync problems
- 7dB-10dB = fair but does not leave much room for variances in conditions *
- 11dB-20dB = good with little or no sync problems *
- 20dB-28dB = excellent
- 29dB or above = outstanding
* - Heavy Rain can cause phone pits to fill with water, degrading phone line quality. Extreme Hot/Cold temperatures can effect the exchange electrical equipment.
Line Attenuation;
- 20dB and below = outstanding
- 20dB-30dB = excellent
- 30dB-40dB = very good
- 40dB-50dB = good
- 50dB-60dB = poor and may experience connectivity issues
- 60dB or above = bad and will experience connectivity issues

Half right, below 6dB is bad, but I've found 6 to be the optimum number for stability and speed. Any lower and yes, you could have sync problems and random disconnects. Any higher and you have to trade the better stabilty in your line for less speed.
I just got a Billion 7404, and found a link to adjust my SNR (was sitting on 9dB) to 6dB, d/l sync upped from 15000 kbps to nearly 18000 kbps. Had it on since Thursday night and no drop-outs or bad connections.

Your modem will try to find the best setting, but as with tuning tv stations, extra human fine tuning will provide you with better results that suit your exact situation.

Dynalink RTA1024 is meant to be a really good, stable modem/router... About $90 from MSY (I think).
The Billion seems pretty good, only used it a couple of days so far though.

so after sitting on hold for nearly an hour yesterday finally got to talk to some mr india technician, he looked at few things, then asked if the modem is next to the phone jack, which its not, its in a 10m phone cord extension, he said un plug that and run another speed test.
unplugged it and put the modem right next to the phone jack, tryed another speed test, download came back abit better, but my upload was still suckful, he said it should be more than what it is at the momnet, so i shall be ring mr india again after work.

hmmmmmmmmmm just rung them again, turns out theres another plan that i can be on for better upload speed , and told the guy that i changed my modem stettings to adsl2+ in the setup, he then went on to say that wouldnt help me as that some cable (firbe ostic? i duno bout this shit lol) isnt expect to be completed in nz till 2011 haha, so tchanging it aint going to doing anything lol, looks like ill be upgrading to the better plan

Testing different locations is only good for the Ping part of the test
Ping = seeing how quick information can get from you, to the server and back to you.
Your Upload and Download speeds are your Peak results over the small file test.
Upload and Download speeds can be affected by Congestion. Either at the server, in your house and rarely some bottleneck between you and the server.
